GIS Senior Programmer Analyst

This position has been classified as hard to fill.  New hires for this position will receive a $2,000 hiring bonus (paid in two installments, $1,000 in the first paycheck and $1,000 in the paycheck following successful completion of the six-month probationary period.  The bonus will be subject to appropriate taxes.  New hires will also receive 80 hours of paid time off (PTO) in their leave bank on their first check.

Brief Description:
Under broad guidance, the Senior Programmer Analyst is responsible for:
a. Establishing and maintaining the data integrity of HRSD's Information Technology resources throughout the entire organization by providing software application support, project management and guidance to HRSD personnel at all levels
b. Investigating the feasibility and cost of alternate program design approaches to determine the best-balanced solution, e.g., one that will best satisfy immediate user needs, facilitate subsequent modification, and effectively make use of available resources
c. Communicating the HRSD Mission, Vision and Values
d. Providing leadership, technical expertise, and support to section staff
 
Job Requirements:
a. Education
Required
Bachelor’s degree in Computer Science, Management Information Systems Geospatial Information Systems or related discipline or a combination of education, experience, and/or certification(s) that provide the necessary technical competencies to perform in this position
b. Experience
1. Required
a) Minimum of 5 years GIS development and integration in a small to mid-size multi-site organization with small and mid-tier production platforms operating. 
b) Must possess a detailed understanding of systems software and database configuration and support best-practice policies and procedures 
2. Desired
a) Proven ability in the development, implementation, and maintenance of  GIS-based IT projects
b) Outstanding communication Skills as well as demonstrable ability in formulating spatial / location-based mapping and web services solutions which meet business needs, exceptional interpersonal and organizational skills
 
 
c. Job-specific Technical Competencies
1. Required
a) Knowledge and skill with Esri ArcGIS Enterprise 10.8 or later
b) Knowledge and skill in one or more of the following:  Esri ArcGIS Desktop, Esri ArcGIS Pro, Pythion 3.x programming, web map services
c) Knowledge of Software Development tools such as AGOL user and content management, ArcGIS Online Assistant, ArcGIS Web AppBuilder, Autodesk BIM datasets, NetBeans, JDeveloper, Eclipse, Database and Database tools (e.g., Oracle, MSSQL, MySQL, PostgreSQL, Toad, SQL Developer), Operating Systems (Oracle Linux, Windows Server), Computer Hardware, Networks
d) Extensive background in analysis and management of geographic information systems, web service programming and enterprise application integration
e) Advanced geospatial analysis skills using Esri desktop, spatial data engine, and server platform
f) Knowledge and skill in one or more of the following:  RESTful Web APIs, JAVA, HTML/XML coding, PL/SQL or SQL., 
g) Knowledge of Databases (Oracle), Operating Systems (UNIX, Linux, Windows), Computer Hardware, Networks
h) Ability to work with Relational Database Management and connectivity using Open Database Connectivity (ODBC) and/or Java Database Connectivity (JDBC)
i) Knowledge of computer programming principles, computer programming languages, computer operating systems and systems and software documentation, database/schema designs
j) Skill in logical design of software solutions
k) Skill in programming and testing techniques, query techniques for the reports, and database management
l) Ability to manage/maintain ORACLE and/or SQL tables in a production environment
m) Ability to learn new systems, techniques, and processes
n) Ability to develop, implement and support software interfaces for data exchange between and amongst multiple systems
o) Ability to document application and database parameters and end user instructions for all programming/modification work product
p) Ability to make quick decisions based upon large amounts of information from multiple sources to protect the security and integrity of the IT infrastructure
q) Ability to visualize a conceptual image of a project, develop a plan for its implementation, and execute the plan
r) Ability to manage a variety of complex tasks/projects simultaneously
s) Ability to use MS Office products at an intermediate level of proficiency and a variety of other industry-specific programs (e.g. TOAD, SQL Developer) at an advanced level of proficiency

a) Knowledge and skills in one or more of the following:  Esri Desktop, Spatial Data Engine, ArcGIS Server platforms; Safe Software FME Desktop and Server platforms; 
b) Knowledge and skills on one or more of the following: Python, PL-SQL and/or Javascript, WebLogic,
