Position Description
The Seattle Channel is seeking a video broadcast engineer with an extensive background in video, audio, and computer hardware and software as deployed in a broadcast television station.

The Seattle Channel is an automated HD television channel broadcasting 24/7 on local cable TV and on the web. A leader within the municipal government access channel community as well as a highly lauded media organization in the Pacific Northwest, the Seattle Channel focuses on government information, government transparency/access as well as engaging community, arts and culture, and public affairs original programming.
Job Responsibilities
Broadcast Video Engineer is responsible for the management and supervision of Seattle Channel’s television technical facilities. Responsibilities include advising the technical structure and quality control of local productions and other programming materials; hands-on supervision of maintenance, upgrade and new technical project functions and planning for future technical trends.
The job requires demonstrated understanding of video streaming (both to the web and for remote production), video file servers, video cameras, recording equipment, video editing software, and networking of PCs, Macs, and other networked video infrastructure. Maintenance and operational skills are required and there is an emphasis on collaboration with production staff to produce high quality programming and coordinated technical setup for live remote broadcasts. Critical support is required for live city council meetings and mayoral press conferences, as well as emergency operations communications.
This position also leads capital budget and equipment purchases in consultation with Seattle Channel management and production staff.
Job Responsibilities:
- Under general supervision of the General Manager, coordinates the evaluation, acquisition, installation, operation, maintenance, and repair of all Seattle Channel systems, broadcast equipment, and related facilities.
- Maintains and verifies all necessary records, logs, licenses, and reports required by the City of Seattle.
- Responsible for quality assurance of broadcast productions and coordinates with the city's cable companies. Inspects, advises testing of studio, remote broadcasting equipment to ensure operational performance meets broadcast standards.
- Prepares annual budget requests and controls expenditures within budget limitations, goals and objectives of City of Seattle guidelines and policies.
- Prepares bid specifications and related purchase requests.
- Prepares planning and design documents for short, medium, and long-term station goals.
- Represents Seattle Channel in meetings at the national, regional and local levels as required.
- Provide leadership, development and support to staff to increase the overall performance and ensure alignment of the Seattle Channel’s strategic plan, core values, vision and mission.
- Engages and communicates with clients, community members, and Seattle Channel staff and City of Seattle employees and partners.
- Assists in other related duties as assigned.
Qualifications
NOTE: Equivalent combinations of education and experience will be considered for the required qualifications.
- Validated experience in maintaining television equipment, system design, repair, and installation.
- Experience in acquisition, installation, operation and maintenance of RF electronics, computer, and studio equipment, including cameras, audio, tape/DDR operations, and studio lighting.
- Experience in video engineering and production of live multi-camera broadcasts, studio productions, hybrid live events, and remote field production.
- Experience with IP camera support and configuration.
- Experience in IP networking.
- Experience in developing and supervising capital budgets
- Experience with software installation process and ability to detail and track issues.
- Possess excellent research and problem-solving capabilities.
- Ability to balance multiple projects and change priorities in a fast-paced constantly evolving government technology environment.
- Ability to work with diverse populations.
- On-site, evening and weekend work may be required.
- Must be willing to provide possible 24/7 on-call support, emergency response.
- Excellent verbal and written communication skills with the ability to tailor content and delivery based on the target audience including excellent technical and business writing skills.
- Move up to 25 lbs. frequently and up to 50 lbs. occasionally.

Workplace Environment (Telework Expectation)
Most work is performed in a regular City work/office environment; however, due to the ongoing pandemic, Seattle IT is currently working a hybrid schedule with two days in office and three days remote. This is subject to change as circumstances dictate.
