Port Angeles and the surrounding region offer incomparable recreation opportunities for year-round
activities. Close by are hot springs, numerous rivers, beaches, and parks, the Olympic National
Park, and the Olympic Discovery Trail, which is one of the longest trail systems in the U.S.
Our city is a tourist destination and international gateway via ferry to Victoria, British Columbia,
Canada. Residents enjoy a mild, coastal climate with daytime temperatures ranging from 40° in the
winter to 70° in the summer. Average rainfall is less than 25 inches per year.
THE CITY
As a full-service City, Port Angels provides a wide array of municipal services such as police, fire, public
works, parks, utilities, and planning to its 20,000 residents. Additionally, Port Angles provides regional
services such as water, sewer, emergency dispatch and solid waste to surrounding communities.
THE POSITION
Under direction of the Assistant City Manager, the Information Technology Manager plans, coordinates,
and directs the daily operations and administrative functions of the Information Technology Department
(ITD). Advises the Assistant City Manager and Department Directors on information technology
planning and implementation. The leadership nature of this position is to be onsite and available for
staff, customers and to attend internal meetings.
CORE FUNCTIONS
1. Plans and coordinates all operational and administrative activities of the ITD.
2. Ensures ITD provides quality and timely customer service effectively and efficiently to the
information technology users of the City.
3. Prioritizes responsive customer service through the creation of predictable timing and expectations
in all ITD projects and service requests.
4. Manages ITD staff by recruiting, training, and coaching employees, communicating job
expectations, and appraising their performance.
5. Assumes lead responsibility for management of broadband network agreements.
6. Reviews and maintains ITD Strategic Plan objectives.
7. Designs, develops, implements, and coordinates system networks, policies, and procedures.
8. Ensures security of data, facilitates network access, and verifies integrity of backup systems.
9. Works in partnership with the Finance Department to establishing, managing, and maintaining the
ITD budget.
10. Works in partnership with Department Directors to deploy technology solutions, foster innovation
and improve existing processes.
11. Provides oversight in the preparation of project assessment, quotation/bid specifications and
reviews vendor proposals.
12. Manages and negotiates systems and software maintenance contracts for City computing
equipment.
13. Follows sound contracting administration practices, using established City policies and directives
for hiring vendors, experts, and ad-hoc services.
14. Authorizes, interviews and coordinates vendors for expert consulting and ad-hoc services for all
City technology services and tools.
15. Identifies problematic areas and implements strategic technology solutions in alignment with City
goals and priorities
16. Identifies and establishes ITD best practices.
17. Maintains a safe and healthy working environment by promoting and enforcing organization
standards and policies.
18. Oversees ITD records management responsibilities including records management system and
network-based searches.
19. Prepares periodic reports for the Assistant City Manager on ITD functions and services.
20. Leads other high priority projects and initiatives as assigned by the Assistant City Manager.
KEY TASKS
1. Adhering to the Statement of Values, Guiding Pillars and Performance Factors within the ITD team
and with supervisors; by being positive, engaged, and responsive.
2. Uplifting the organizational structure, roles, and responsibilities.
3. Instilling a collaborative teamwork approach to issues and projects with the ITD team.
4. Submitting detailed Weekly ITD Reports.
5. Providing a thorough weekly synopsis of pending Help Desk items and device updates/rollouts.
6. Submitting informative/useful Staff and City Manager newsletter articles each month.
7. Ensuring ITD coverage of all official City hybrid meetings (Council, Commissions, Boards, etc.).
8. Ensuring ITD Electronic Records Project data requests and project milestones are met.
9. Meeting City Manager’s Office, Finance, and ITD reporting timelines.
10. Providing timely and actionable updates on critical ITD issues, such as SCADA outages, etc.
11. Ensuring ITD CFP project milestones/budgets are met and are clearly communicated.
12. Coordinating and implementing the work of the Technology Governance Board (TGB).
13. Leading the implementation of a comprehensive, Citywide data management and storage policy.
14. Conducting regular performance evaluations and KPI reviews, updating work summaries and job descriptions as needed.
PREFERRED EDUCATION & EXPERIENCE
Education: Bachelor’s Degree in Computer Science or related field. A Master’s Degree is preferred.
Experience: A minimum of five years increasing responsible experience in the analysis, design,
implementation, programming, and support of computer systems is required; with at least two years of
supervisory experience.
Should be familiar with and/or proficient in domain services, current Microsoft operating system; as
well as Windows, OS400, VM, and Linux platforms.
A combination of education and experience may be considered.
THE IDEAL CANDIDATE
The ideal candidate should possess the following:
1. Knowledge of technical management, information systems analysis and enterprise computer
system processes and principles.
2. Knowledge of computer networks, network administration and network installation.
3. Knowledge of principles and practices of management as applied to supervision, training,
performance evaluations, analysis and evaluation of programs, policies, and operational needs.
4. Knowledge of pertinent federal, state, and local laws, codes, and regulations.
5. Knowledge of City and departmental operational procedures and policies.
6. Expertise in data governance and technology portfolio oversight.
7. Ability to demonstrate management skills, including delegation, problem-solving, decision-
making, leadership, human relations, and diplomacy skills.
8. Ability to plan, organize, direct, and coordinate the work of management, supervisory,
professional, and technical personnel.
9. Ability to plan and coordinate projects involving several departments, maintaining cooperative
and effective working relationships within the City organization.
10. Ability to develop, implement, and administer goals, objectives, and procedures for providing
effective and efficient customer service in the IT division.
11. Ability to select, supervise, train, and evaluate staff.
12. Ability to identify and respond appropriately to City Council issues, concerns, and needs at the
direction of the Assistant City Manager.
13. Ability to read, write, and speak the English language at a level necessary for efficient job performance.
